If you can pull the pitman arm, you could do it that way.
I tried a big clamshell bearing puller but it did not work.
What works best is a "military type" steering wheel puller. They come up relatively often on Ebay. It looks like a BIG C clamp with the bottom "leg" of a U shape to wrap around the underside of the wheel and exert upward force.
