Rat Condo -what are the seat rim slots for?

sliced open my 49 dodge "rat rod" e-bay special seat and nearly fell over from the fowl smell. Rats lived in it.

Posting pics of my 67 WM300, does anyone know what the slots are for in the seat "rim of my truck? My truck came with Chevy Bucket seats. Going back to stock - I hope.
