should be able to weld them closed on a low setting(have done this) with a tig or a mig though I like the tig better or try using lead. Sanding disk would be better than a grinder. You'll have to put something behind from inside to support the fill while filling it. I'd be weary of using plastic. When you shut the door it may fall out. Or that little bit hanging from the inside will act like a wick and draw moisture under your new paint eventually and start to rust.
