They discontinued the CC's and Carryalls because they were an obviously valuable target. They were used as radio cars. So to replace them, they made all production radio-capable. I'd guess the voltmeter hole was part of that up-grade.

My '41 1/2t Panel 4x4 had the dash hole, so it must have been a radio car.
