I welded a tab to the top surface and drilled a hole in it that lines up with the bolt holding the flange bearing in place and used it to secure the housing. I also placed a wood donut inside the tube that was a press fit to the tube, but a loose fit to the shaft.
The wood block kept the tube centered while the tab keeps it from rotating so the turn signal switch stays in proper orientation.
