does it run good after it has warmed up for a while? If it is constantly iced even after running for 30 minutes or more you probably have a vacuum leak at the base or where the throttle body meets the bottom of the float bowl. There should be enough heat transfer from the exhaust manifold to keep things warm even without a heat riser after engine is warmed up
