Water in the carb wouldn't make frost form on the outside. My guess is the heat riser is stuck in the summer position or the passages under the carb are full of soot. It the carb's as dirty inside as it is outside, it would be a good winter evening project to take it all apart, clean the passages, soak the castings in Chem-Dip, and put it back together with a new carb kit. However, I don't think that's causing the icing. You might get a clue about the heat riser by feeling the manifold just below the carb at the time when it's icing up. If the heat riser's working, it should start getting warm by then. But the only way to know for sure is pull the manifolds, separate the halves, and take a look. That means new gaskets and it probably means getting the manifolds milled, which should be done as a unit after bolting the two back together.
