Right you are Norm. Variations of these sirens are used as tornado warnings. Last July in Webb, Iowa the regional siren went off (false alarm) and those that didn't step outside to see which direction the tornado was coming from were taking shelter. I was 100 yards away from it and had to plug my ears. Painfully loud.
