I have a problem with them as well Ken. For clarification though, The culprits are actually driving lights in most cases. Both our Dodges have them and are seldom used.
Fog lights are generally amber and mounted as near to the road surface as possible. That portion of the spectrum penetrates fog while the standard headlight is reflected by it, doubly so on Hi-beam.
The ones that give me fits are the blue halogens or perhaps they're using helium argon lasers now. But they just about burn your eyes out of your head. Around here they are very popular with the riceburner crowd. Also with the "Hoopties" which is why you'll see a beat to death 86' Cutlass with $600.00 head lights and $7000.00 rims.
I think the hi candlepower driving lights are a result of the Tim Allen phenomenon. More HP/Voltage , just more.
