Roger,
Once you have used good penetrating oil (Kroil) and attacked them with a chisel, the best I found is to grind them to bare metal and weld a nut (same diameter as the head of the screw) with a MIG welder. You can weld the nut solidly from the inside hole of the nut. The heat will also help loosen it.
Then you can really torque it off.
