I'd be very wary of serious rust on any western Washington truck. Definitely look it over in person rather than relying on pictures. I've seen trucks with rust holes so big there are trees growing through them. Buckley's logging country (or it used to be). Might have been a logging company rig. If I was still over there, I'd check it out and at least see what it is, but I'm too far away now.

A guy sold a closed-cab WC in Everett a couple years ago for $3000 that was almost finished with a frame-off restoration. The engine was rebuilt, all the gearboxes were gone through, the chassis was painted and the body was primered. All that was left was to finish some body work on the bed, put the bed back on, and paint it. The guy had to sell because of a hard spot he was in. I didn't have a place to store it out of the weather at the time, and it would have been a crime to leave it out in the west-side rain, so I let it go. Of course the next guy that looked at it bought it. By comparison, $2900 for a "restoration project" doesn't holler "buy me!"
