I have asked same question and think Paul (in NY) has given good sugg.
I do not have sand or bead blaster but have had some success using electrolysis to clean a variety of very rusty parts. It is inexpensive and I've been pleased with results although I have not done springs yet.

Note caution about "hydrogen embrittlement" and use your own judgement regarding temper of leaf springs.
