Spring clip sleeves

I'm trying to find something to replace the sleeves on the 3/8" bolts in the leaf spring clips. 3/8" pipe (steel and brass) that I've found has an ID slightly less than 3/8" and won't work. Would have to go with 1/2" which is really too big or ream out 3/8" which I don't really want to do.

Any suggestions?
