combat rim help

i have 5 combat rims for my command car. i (with the help of bob stahl) replaced all the tires and flaps after sandblast and paint treatment. 4 of the five wheels work with my front and rear helitool discs. one stem sits up too high out of the rim and interferes with the caliper. i have dismounted the tire tube and flap and moved things around. whatever i do, the stem sits too high. any suggestions. all tires, tubes flaps and rims are identical.
