These were made for a long time by many manufacturers. They were known as "squirts", and were sometimes filled with carbon tetrachloride or sometimes water mixed with something that was supposed to help, but didn't really. You can put water in them, and they will squirt it out. You could fight a tiny fire with the amount of water in one of these, but more likely just endanger yourself without bothering the fire much. Better to get a real BC portable, at least a 5 pounder, and use this for decoration and water fights with the kids (make real sure it doesn't have any carbon-tet in it, the stuff is pretty poisonous).

My brother an I had two of these when we were kids - you can imagine what we did with them. My mother eventually threw them away because she was sick of cleaning up water in the house, and two priceless antiques went to the landfill.
