The 95 bombing was run by the FBI (NY Times). They allowed it to happen.
Of course, contingency plans are made. What is different is that they knew they were acting on those plans before the attack happend. ie pre-positioning troops, etc..
Those "harmless security checks" don't make us safer, they just condition us for living in a police state.
Water boarding is simulated drowning. Not pleasant.
Bush made a big deal about the border when pushed, but they haven't funded it yet. Also, most of the 6k troops are in support positions. With the new congress, he will sign an amnesty for the 40 million illegals here now.
