Had same problem
Turned out that the float is so old and absorbed so much it dont float no more.
At times, have to pull off air cleaner, remove screw(s) that cover the top of float level (which is in front of the throat) and spray a bunch of cleaner in it and work the lever until I can get it going---in process of setting aside time for
carb rebuild. Learned this the hard way---replaced ENTIRE ignition system
