Seems to me FoMoCo would be interested in a dealer "not wanting to sell a truck" to someone because the potential customer might be a risk to the dealers cust Satisfaction reports. I think in this case it sounds like the dealer is a risk to the customer satisfaction reports and they would just as soon hide it. The owner may be interested in what kind of BS his sales dept. is up to. If it were me I would pay him a visit, diplomaticly. You may be surprised to find him interested in your story. If not, then a call to ford would be in order. When somebody gives me this much trouble I just don't go away. Another trick I've seen dealers up to is when a particular vehicle is hard to get or the demand increases since ordered, they may intentially blow you off to sell it to some one else that is willing at that time to pay more than what was bargained for at time of order. I bet they still don't have that truck available.
