The point of the Dodge Technical Bulletin was to inform owners that they would seriously weaken the load carrying ability of the truck frame, and could cause sagging and twisting by drilling or welding upon the frame.
Since the Swivel Frame is cut completely in two, near the center, this probably negates that issue. However I would suspect that a Swivel Frame owner with frame issues in 1954 probably didn't have must support or sympathy at his local Dodge Dealer....= )
