ALL Dodge truck frames were heat treated. In most if not all Factory Service Manuals, it states:
1) NO drilling OR welding is permissable to the side rails or top and bottom flanges of the frame, except in approved areas.
These approved areas are as follows:
1) In the side rails, at least 1 1/2" away from the top and bottom flanges.
2)The only exception to these rules are the rearmost 6" of side rails on single axle vehicles, which can be both drilled and welded.
That's it...period, per the Dodge Technical Service Manual.
