Your tool box was built that way because after a highbrow meeting of the minds they decided there should be enough Maple Syrup in the atmosphere to make the drawers slide no matter what you put in. Of course it is possible you received the tool box built for someone else. For instance, the guy with the 8x4 plywood that can't do anything with it.
