RPC's work nicely when rated correctly, and with the appropriate mag starter but they can get pricey. You could be looking at $1000.00 to operate your 15hp motor. If your concerned about price, you might want to price a single phase motor (if you can replace just the motor).
I was able to convert a 7000lb automotive lift from 3 phase to single by replacing the motor and mag starter for under $300.
