1100 / 16 XL Michelin Radials

Does anyone know a tube and flap that will fit these tires. I would like to get them locally if I can. I get a lot of this may work. Or should work. I hate to take a small tube and blow it up like a balloon. Doesn't make much sense to take a thick radial tube and blow it up until it is thin. I have heard that you can use a 1100 / 15 lowboy trailor tube and a 750/ 16 flap.Is this the best there is .
