I suspect that the issue is due to the plunger rod adjustment in the master cylinder. Hope you did not adjust it. What is happening is that the brake fluid return hole (to the brake cylinder) is blocked). This stops the fluid from returing to the reservoir and leaves resudual pressure in the brake lines which means the brakes are being applied. If the rod has been lengthened the plunger cup does not return its full distance back in the master cylinder as the brake peddle is holding it back. The plunder cup is blocking the return hole in this case. It is also possible that the return hole is blocked by dirt or rust. Which means a master cylinder rebuild.

Normally you do not need to adjust the push rod going to the cylinder as it is a set distance between the bell crank and the master cylinder. If there is too much free play in the peddle it is usually from poorly adjusted brakes or air in the lines.
