Looks like you have plenty to work with. Thread a nut on and arc weld in place with (reasonably) high power. Has the added benefit of putting a big blast of of heat on the bolts, which often helps loosen them.
EZ Out and its ilk will fail here - you will end up with them broken off. Drilling out will most likely end up damaging the block.
