I only suggested the double nutting method because it has worked for me on long bolts that have broken off short. A long bolt (3" or so) can not take very much torque before it twists off. A short and stout stub that has been broken off can usually withstand much more. I would try that first because it is very easy and fast. If the bolt wont come with a moderate ammount of torque, forget it and move on to another method. Breaking it flush will not be fun.
