If the rod has been adjusted or the MC replaced, you adjust the rod so that the piston clears the relief port without covering (blocking) the supply port when the pedal is released.

These are items "B" and "C" shown in the MC cutaway drawing, Figure 8 on Page 3 of the manual extract and again as items "1" and "3" in Figure 10, Page 4 of the manual extract.

You can easily see these ports looking down into the reservoir with the MC cover removed. It's a good time to be sure the reservoir is clean.

Typically, all the instances of brake lock up reported on the Forum are the result of the relief port being blocked by the MC piston. When the supply port is blocked, thee is usually insufficient fluid in the system to operate the brakes properly.

The text of the manual extract does a pretty good job of providing the details.

There is also information on adjusting shoe clearance without using Heel / Toe Adjustment Tool, MT-34-B (Special Tool for WC/PW/M-37). That is the part number for your parts guy to look up in his interchange book if you want to order the tool.
