Looks like based on the feedback my best bet is the High Output Fluorescent fixtures. Now to select the proper fixture, and color of T8 bulbs as well as the spacing for the installation.
I've attached a sketch with a different idea in each of the three "bays". I have the IR Tube Heaters shown mounted across the short span, but could mount them the opposite direction between the bays if it made sense.
The ceiling does pitch upward from the overhead doors to the center and then back down to the back, so the ceiling isn't flat.
