The fluorescent H.O. is most likely to be your best bet.
Is this shop for personal use, not used every day? If so....

The H.O. (high output) also know as a zero degree ballast, it will light at below freezing. Where as a standard (fluorescent) can have trouble lighting below fifty degrees. (also with less light output)

A fluorescent lamp is happiest at 77 degrees "F". (maximum output)

You can use H.I.D. type of lighting, mercury vapor, high pressure sodium, and metal halide (best color rendering), but there are draw backs.

Lights take longer to turn on (warm up) and the initial cost. Although, you will use less of them.
