If you notice, there is a BIG discrepientcy between the American and Asian recalls. Toyota recalls usually have to do with driveability and safety (such as the steering column can fall out or some such issue) America recalls are usually the seat belt retractor can fail, leaving the seat belt loose on the seat, or defective cruise controls. There are very few corvair or pinto type issues. An awful lot of these recalls are initiated by consumer unions who are anti-industry and anti capitalism, nit pickers is a good term. A lot of the serious defects are found by consumers who directly pressure the manufacturers. When and if the manufacturer fails to respond, the complaints reach the Fed (NTSB & NHTSA). Based upon numbers, usually more than 100 complaints for the same issue, the Fed begins to investigate.
