It depends upon how many bystanders he takes out, the ring can go several 100 feet when you allow for windage and elevation.....OSHA may or may not have jurisdiction, depends upon what they consider a "jobsite". A guy working on his own home with no employees can still be sited by CAL OSHA for scaffoldling violations.....or any unsafe conditions. Don't know how much authority they have to 'Big Brother' into other areas, but I suspect it's more than we realize. A guy broke into a home in Orange, ran across the roof to escape, fell off the roof and broke his back, he sued the homeowner, guess who the judge awarded a disability claim to......sigh....= )
