How about a tubing cutter? They tend to depress the walls of the tube as they work their way around the outside of the tubing, leaving the edges slightly rounded inward.
I've experienced the results of cutting with a hack saw. My fuel line developed a cut and was spraying fuel all over the exhaust manifold. Not fun.
