The offroad stuff is part of Agenda 21 and the re-wilding of America to the way it was before Columbus. You won't even be able to backpack into these areas.
America no longer owns/controls these areas (or won't), they are, or will be, global biosphere areas.
The "religion" of environmentalism is being used to take away our right to property and is pushing us into "sustainable development" areas.
