Directional tread like tractor tires has better traction than NDT if you're going the right way, and I've seen a few pictures of WWII trucks with directional tires on them, but the reason the army went with NDTs is so mounted tires could be swapped around anywhere on the truck or between trucks without worrying about which direction the tread was facing. With directional tires, odds are that half the time you'd have to dismount and remount the tire just to move it between positions, for example when you borrow a from a rear dually to replace a flat on the front.
