If you have all the paperwork and he doesn't have a contract to prove ownership, you can win.
Go above the local police to the county or State Patrol.
Can you supena (sp?) him to small claims court? If he has no written proof of ownership, how can he win? A lawyer as smart as him knows that. Don't let him bully you. Small claims court will take away nearly all of his lawyer BS tricks.
File some liens on him.
In most places there is a lot of competition between police agencies. Don't give up too quickly.
