It's those darn floor mats. After 30 years or so the windshield seals don't quite keep out all the rain and it runs down the dash,etc and finds it's way underneath the factory rubber floor mats. Then the rubber mats trap the water there for much longer than if the mats weren't in place. My '60 B140 suffered a similar fate.
