Need help with PTO winch I.D.

I just brought home my "new", 68, W300 dually. It has what is supposed to be a 20,000lb winch on it. It is a 'Tulsa" winch. The only number I can find on the winch housing is 20705. What does this number indicate? Do the first 2 numbers confirm it is a 20,000lb. model? Thanks.
