I would be willing to say you are right. The last time I was down there one of my buddies who is border patrol was talking to me when we saw about 10 guys jump and run. He got in his truck and hauled a$$ to catch them and took them back to the gate and processed them and had them walk back across. Whole thing took about 4 hours and was the coolest thing I have ever seen. He says it's like catch and release when you go fishing. One week he saw the same guy three separate times. I think the "Minutemen" that live on the border in the US have a good idea, they just shoot at anyone trespassing on their land as long as it isn't anyone in border patrol trucks or uniforms.
