Locker question/winch shear pin question

OK I've searched the archives and read the manual. I told the guy at VPW that I was going to install a locker, so I assumed he would include the necessary spacers and, I thought, I had specified about the brass spacers, but when the parts got here the only spacers that were in there were the fiber ones. So, Will the micarta (fiber) spacers work when installing a lock-right in a 48 B-1??? It seems like it might compress a little more than a brass one but I can't imagine it being a problem. A few people mentioned having problems with the lockers staying locked all the time, but I was unclear if it was because of the washers or something else.

Also I had read up on the shear pins for the winches, a little and the general consensus was that the original pins were some sort of brass or aluminum, so I ordered two from VPW. One to put in the winch when I put it together and one to have for a reference while I made some on the lathe. Well the ones that came from VPW were not only steel, but they appear hardened to some extent. I'm no expert but a regular file would not cut the surface of them very well. While the one I made out of the grade five bolt seemed to cut just fine. Has anyone actually put one on a hardness tester to find out what they are made of??
