Several items:
1 Clean all carbon from head, valves, etc before reinstalling the parts

2 I prefer Chrome rings myself, but install the oil ring gap at the center of either side of the piston pin for max oil control, and each remaining ring 90 degrees starting from the oil gap working your way up each ring.

3 Hone the cylinders with a ball hone and wash the cylinders with soap and water to remove the hone grit

4 The problem with oil pressure is excessive clearance between rod and main bearings. Take a penny and rub across the crank jounal. If it leaves copper, time to regrind. If you don't want to do that put in new bearings and adjust using shim stock and plastic gauge
