A REAL 1970 Hemi Cuda all #'s matching can bring anywhere form $100,000 - $400,000 dollar's depending on options. This price would be in show room condition. I would say a rusted Hemi Cuda not running but all there and beat to crap would fetch 50g's pretty easy or more.

If its a run of the mill 1970 Cuda with a 426 Hemi put in it its worth 10g's and you should snatch it up at that price.

I would tend to smell scam on this deal.
426 Hemi 4speeds are just not out there anymore. Especially in the Cuda form. They are some of the hottest cars out there and bring big money!

I would not send any money until you can look at the car and touch it and crawl in it and under it. Get the VIN and check it out. Should have torque boxes underneath on the unibody/frame structures to be the real deal. I would also imagine it would have a Dana 60 under it as well.
