rebuild stuck 230ci

Is $2500-$3000.00 too much to rebuild myy rat piss stuck T214 230ci engine for a carryall? For the life on me I can't get it to turn or apart. I removed the main caps and crank looks good, cylinders are smooth and shinny, but rods are stuck and so are the end caps. Should I replace with a new er 230 or T245 or go with the original? The guy is every good with the old motors and warranties. Thanks
