Everything in the fire service runs off of a PTO, and our fire squads had hydraulic systems that were driven by PTO pumps. They were very strong, and could run a variety of hydraulic tools, including a winch. Hydraulic power is very nice, strong, smooth, but you have the issue of leaks.

I recall that some company was offering a hydraulic winch setup that worked off of a second power steering pump. This was a cute idea, but a belt-driven pump designed for power steering will never be as strong as a PTO-driven pump. I imagine that there must be some hydraulic pump out there that would bolt up to our PW PTO ports, otherwise you could certainly fabricate something.
