I have been told that if the springs are up to snuff, the spring shackles will be vertical.
I have seen many power wagons, even some that are otherwise restored, at rally's with the shackles pointing forward and flat, worn out springs.
My fronts were flat. I had them re-arched to 5 1/4" and had a leaf added to help "hold" them at their renewed arch. This resulted in a vertical shackle.
