Your 10mbps is probably the speed of your network card its showing. Most DSL are 3mbit and down unless you are paying the high end for the faster DSL but most people dont have the higher speed.
Exact same time every day tells me you have something set as a schedule. There may be many things set at this time causing the slow down in the computer. Windows updates and virus protection updates should happen daily. You should have up to date virus protection or you could be hacked. With XP I also hope you have a hrdware or software firewall setup and running.
