Winch rebuild question

I have an Mu-2 off of a 48' ffpw. I bought the shim and seal kit from vintage power wagons and installed it. With only the supplied shims it seemed a little tight to me so I added some shims/gaskets of my own. I used my dial indicator and shimmed until I had zero clearance. My question is, are the shim packs supposed to be equal thickness or is the worm supposed to be offset somewhat?? If it is how do you know how much to offset it???
