I had a 67 barracuda that I put a freshly overhauled 400 into and had overheating problems. I installed a new radiator, thermostat, t-stat sending unit, even installed a mechanical guage to make sure it was reading right. I finally cooked the engine and let it set about a year until I cooled off then I removed the engine. I had a muffler shop run all new dual exhaust and where the pipe went to the manifold it came in at an angle and they didn't grind it flush with the flange. The result was it held the heat riser butterfly closed so most of the exhaust on that side was forced back through the intake choke tubes to the other side. I ground that piece off and installed a 383 and no more problems.
