I've had my ARB lockers for many years (10-15) and they have never let me down. You need lockers about 1 1/100th of the time, but when you need them, you really need them. Driving with the lockers always engaged would quickly destroy tires, axles and other componets, especially in the front where steering is nearly impossible with true lockers, so you'd have to have them "disengaged" 99 99/100ths of the time, which in your scenario requires the air compressor to be on the entire time, There is much more possibility of failure or compressor overheating in that situation than with occasional useage.
The most practical and efficient use is lockers off when un-needed, lockers on when needed. ARB and other selectable lockers are quiet and seamless in their operation, the ARB's require 90-98 psi to operate, the newer Jeep factory lockers require only 2-4 psi to operate and the newest Jeep lockers are electric. There are also cable operated lockers for certain applications, all are on demand on, and off when not needed.
