Sounds more like a "micro-burst". The damage/destruction will resemble a tornado, but there isn't the rotation. I'm not a weatherman (but I play one on T.V.) (No, not really...)
They explain it like this; A watering-can held over a flower = rain. DUMP (with force) a bucket of water on that same flower and it gets broken, dirt washed away... with winds and that much rain... that may be what hit.
Glad to hear the Carry All and M-37 came out okay...
