You need to make sure that the master clutch cylinder is matched to the slave cylinder. If you do not have either a sufficient stroke or bore on the master cylinder it will not move the slave enough to disengage the clutch. I know I had the same problem. THe master needs to have a little more volume than the slave.

Obviously as you said you need to check the adjustment of the arm. You can also get an idea from the clutch peddle. If it is correctly adjusted you will be able to push on the peddle and watch it go down about 1 1/2" before there is a significant increase in resistance. THat is the point at which the theow out bearing is actually starting to push against the pressure plate fingers. If it is much more than that you need to adjust the slave/ throw out arm. Make sure that you do have a little peddle travel. If you do not that means that the throw out bearing is ridding on the pressure plate fingers which is not good.
